In May 2025, following our self referral, the Regulator of Social Housing issued a C3 judgement after identifying serious failings in our delivery of consumer standards. These included weaknesses in safety compliance, monitoring of fire and electrical actions, damp and mould oversight, and meaningful tenant involvement in decision making.


We fully accept these findings and recognise the impact on our residents. In response, we have begun a fundamental programme of change focused on accountability, cultural transformation, and rebuilding trust.


Our Plan to Improve Homes and Services for Tenants sets out a clear roadmap to address these failings. It has been shaped by extensive engagement with tenants, colleagues, and stakeholders, and is supported by strengthened governance, a renewed senior leadership team, and clear service commitments.

A key part of our recovery is investing in the right people. We are launching a targeted recruitment campaign to strengthen our housing, repairs and compliance, ensuring we have the skills, capacity, and leadership needed to deliver safer homes and better services.


This plan marks a turning point for our organisation. While the challenge ahead is significant, we are determined to restore compliance, improve service quality, and deliver homes and services that Swindon residents can be proud of.


This work is underpinned by a £250 million capital investment programme over five years, a significant level of investment for a landlord with 10,000 homes. This programme will transform the quality, safety, efficiency and sustainability of our housing stock.

Swindon’s Housing and Corporate Repairs Department sits within the Operations Directorate alongside other key departments including Highways and Transport and Environment and Waste this gives it a unique opportunity to work with neighbouring departments to make a real difference to the lives of tenants within Swindon.
